Commentica lets you comment on any web page, even if that page doesn't have its own commenting system.
Just drag the Commentica button to your bookmarks toolbar. When you want to comment on a web page, simply click the toolbar button.
It will display existing comments and let you add your own. You can even comment anonymously.
